It's essentially a matter of DLC vs. full game with your comparison. He's considered a DLC character in this game and was contracted in at the very beginning as an exclusive to only the Playstation, the Spider-Man video games are out right Sony's to do with whatever they want considering they also purchased & own Insomniac (the developers).
This is more along the lines of when the Batman Arkham games had exclusive Playstation content and not for any other console. Sure modders were able to port & mod those features into the PC version, but it was never officially done by the makers because of exclusive contracts in place on that specific content for the game. It stinks, but that's the basics of why it won't happen.
