how to unlock? i need detailed answer...

the hint on unlocking them don't work at all.

Sorry to ask, but are you in the "Avengers’ Initiative War Zone" mode? (aka the end-game/infinite grind mode)

nope, i finished main campaign that's all and need other two heroes, are you talking about online mode? i never played that mode so no!

There is five operations mode:
Story (1 to 4) and a last one being "Avengers Initiative".
The full characters list is only available in this last mode.

Jane Foster and Winter Soldier didn't get a story release (operations), but rather just an event chain on The Avengers Initiative War Table.

i did but no mission followed found on the table or just bugged maybe

Check your Objectives Tab from Character Screen. They should be there.

There isn't any extra missions on the War Table for them. Just Mission Chain Objectives.

thx it works after completing wakanda, both heroes are unlocked in my list

it is not necessary to finish any dlc campaign. after the last reassemble story mission you unlock all dlc characters.
I access the war table/current save file still over the reassemble operation at 92% and am playing jane foster in inhuman/shield/vault missions or drop zones.
all of these missions are the "online mode". all missions with companions are "online mode", even iconic missions.

Dedicated groups on Discord or the Steamchat, possibly Reddit? You need to find people to play with but thankfully only a minor number of missions require multiple players.

Doesn't the 4 players only mission require a quite high power level to show up?
I feel like OP probably didn't reach this step yet.
Maybe the infinite wait time is caused by using quickplay and/or having the matchmaking filter on...
