Yes, I am sure. They have already shut down the live service part of the game and it is now a regular solo/co-op game for 1-4 players.
The co-op over internet is going to remain functional after the game is delisted in September though.
Yup it sure is just like the plug would never be pulled on this game like so many kept claiming despite the writing being on the wall.
He was just worried the game wouldn't be playable anymore after it gets delisted, but since it will be, he's not going to refund.
