They would've already announced if he was gonna me a timed exclusive, but he's never been mentioned like that when they already announce events or rewards when they're time limited. He's always been announced as "Only on PS"...and that's most likely how it will stay.
You're both referring to Playstation GAMES...this is not a game but it's an considered exclusive character to only that platform. Remember Soulcalibur 2 where each platform had their own exclusive character...were you ever able to have Spawn, Heihachi & Link on only 1 of those platforms? Even at a later date? The answer was: Nope!
There was Exclusive DLC for the Playstation version of Batman Arkham Origins & Arkham Knight & it was never officially released on any other platform. Was it ever finally released for all platforms even at a later date?
The answer there was also: Nope!

You can get your hopes of of having the actual Insomniac Spider-Man games possibly ported over, but not the Spider-Man character in this game specifically.
Not to mention CD already said they didn't want to waste time on fleshed out content for Spider-Man since he wasn't available for everyone. Instead they just plopped him into the world, added a few challenges, and moved on to content every platform can play.
