Cpu usage always at 100%
I have an I3 7100, 16 ram and a 1050 TI. The game doesn't reach 60 fps at low 720, should I refund?

if your having stutter/fps/lag turn off high resolution texture pack and should fix it.

here is how:
to turn off right click the game in steam library click properties and go to DLC tab and unclick high resolution texture pack

I didn't download the high res pack

Start by turning off Dynamic Resolution Scaling and FidelityFX CAS in settings, those were huge culprits in the beta.

Still having problems, but it gave me a few more fps

you will have to wait till they fix those memory leak bugs or whatever they are

you have a i3 bro thats legit garbage your not going to get 60 fps your cpu is bottlenecking you. that processor is so old its discontinued, and its a dual core.

If I can play The Witcher 3 at medium-high I think I should be able to play this at low 720p, it's not a bottleneck problem since this is the only game giving me problems

i have an 8700K with the same problem lol. The stutters and freezes are mostly on high end systems

Different engines, my dude.
Performance across various games don't work like that at all.

Edit: Not saying that what you're seeing isn't an issue - just pointing out that you can't compare games like that - especially when it's not the same engine.

Witcher 3 was made like 6 years ago, your comparing a modern game with a super old one. Different engines, different requirements and different loads. your barely above the min specs on your cpu.

OS: Windows 10 64-bit
CPU: Intel Core i3-4160 or AMD equivalent
RAM: 8GB memory
GPU: NVIDIA GTX 950 2GB or AMD 270 2GB
DirectX 12
HDD: 75GB free space

and this is the recommended

OS: Windows 10 64-bit
CPU: Intel Core i7-4770K 3.4 GHz or AMD Ryzen 51600 3.2 GHz
RAM: 16GB memory
GPU: NVIDIA GTX 1060 6GB or AMD Radeon RX 480 8GB
DirectX 12
HDD: 110GB free space

Haha it is a miracle it can even run with an I3, the game must be faily optimized. Having an I3 as processor is like having an Intel family 2000 graphics card but in terms of a processor as a rough comparison.

I mean mean even a large part of internet would run slow on a I3 nowadays.

that ♥♥♥♥ blows my mind im surprised he can even get 30 fps with a i3, if you are going to skimp on a process you get a older generation i5 MINIMUM but i always at least get a i7 or AMD equivalent. Hyper threading is just to good not to even mention DEM CORES.

It's strange tho, a friend of mine could play the beta at high with an Intel Pentium G4560 and 1060 TI
