to turn off right click the game in steam library click properties and go to DLC tab and unclick high resolution texture pack
Performance across various games don't work like that at all.
Edit: Not saying that what you're seeing isn't an issue - just pointing out that you can't compare games like that - especially when it's not the same engine.
Witcher 3 was made like 6 years ago, your comparing a modern game with a super old one. Different engines, different requirements and different loads. your barely above the min specs on your cpu.

Haha it is a miracle it can even run with an I3, the game must be faily optimized. Having an I3 as processor is like having an Intel family 2000 graphics card but in terms of a processor as a rough comparison.
I mean mean even a large part of internet would run slow on a I3 nowadays.
that ♥♥♥♥ blows my mind im surprised he can even get 30 fps with a i3, if you are going to skimp on a process you get a older generation i5 MINIMUM but i always at least get a i7 or AMD equivalent. Hyper threading is just to good not to even mention DEM CORES.
