Parked on a sidewalk

So, I'm having this issue with ticketing cars parked on a sidewalk. I've had three encounters with this issue where I've lost 5 CP points each for issuing parked on a curb in stead of the positive points for parked on the sidewalk.

If the car is FULLY on the sidewalk it is not a ticket of "parked on a curb" ticket. It is a "no parking zone" ticket. If the car is parked on the street and their car tires on one side of the vehicle are on the curb, then it is a parked on curb ticket.
