Infinitely Stuck Traffic

Whenever I pull someone over or I’m taking care of an accident, traffic just stops and is stuck there. In that state, the car I blipped will never find a parking spot, emergency and tow trucks cant ever get to me during accidents, or it’s just difficult to get past the infinitely stuck traffic jam. It also sometimes happens randomly where the traffic light turns green but none of the cars move.

same here also, the only way to allow the traffic to move is to go to the first vehicle of the junction pull the vehicle over then sometime it will clear by itself, however when interacting with the pull over i dont know why the police computer doesnt match with the pull over vehicle data.

it seems to be happening at every traffic junction.
