Highway Cell Empty but cant put prisoner in

So I think I picked up another Officers criminal and of course along the way back to a Police Station I found someone else to arrest. I arrived at a Station put in one prisoner but I think my original one I couldnt even though there was 2 empty cells; no prompt to put in.

I drove to the other Highway Station; all 4-6 cells was empty and none of those was allowing the prisoner to go in.

I took the prisoner right out of the Police Station and called for a Prisoner Transport but I have a bad feeling the Police just ran by the station on the highway cause about 2-3 real life minutes goes by and the officer never came; my shift ended so in theory I left the prisoner outside the station LOL

This happens at any other highway precinct I didn't start at. I tried what you did but the backup doesn't head up the ramp and gets stuck on the highway. Had to either go to my original precinct (which didn't always work), or drive the person into the city.

Did you ever try to reload your tools, because when you put a prisioner in the jail you get your handcuffs back,, if you have full handcuffs on you the game can't give you anymore.
