Fining cars left completely middle of a sidewalk
Seems that it's legal in this city to park your car if it is completely on a sidewalk. Only if the two tires are partially on the curb you can fine for sidewalk parking violation. Otherwise you can leave your car anywhere on the city if you so wish. That makes no sense. No real world city allows that. I understand that cars parked in front of a building may have some permit for residence parking but van left in the middle of a sidewalk leading to a park definitely not. Since there's no stopping for loading/unloading in this game, these obviously permanently parked cars should be eligible for a ticketing.

If you look (pretty carefully) in the handbook, you will see that there are two types of no parking zones in the game: 1) between two "No Stopping Any Time" signs, and 2) with all four wheels on a sidewalk. Occasionally there will be valid parking spaces and that's fine, but cars just haphazardly parked on a sidewalk can be given a No Parking Zone ticket and towed.

Two tires on curb = Ticket, Position and Alignment, On Sidewalk
Four tires on sidewalk = Ticket, Special Parking Zone, No Parking Zone, and justified tow.

Thanks, obviously didn't read the handbook carefully enough . I will try this on the next offender.

You may already know this as well, but just for anyone else's info, if you have a violation that justifies towing (like parking in a no parking zone or expired license plates) you can ticket first and then call a tow truck for those extra 10 SP points.
