Can't ticket/tow illegally parked car
I came across a car parked next to a sign that says "TOW ZONE TAXI STAND" with an arrow pointing left (toward the rear of the vehicle). The vehicle in question is parked fully to the left of the sign, so it's completely within the "taxi stand" zone. I tried to ticket it for parking in a taxi zone and received -5 CP. I then tried to tow it and received -5 CP again. So I was punished for doing something I was supposed to do?

Situational notes:

I was in the lower right of Callahan at the time. Not the furthest south I could be in that area, it kind of has a chunk missing in the lower right if you know what I mean. I was above that "missing chunk" area. Basically about as south-east as I could be without going out of bounds. Hopefully I described that area well enough, if not please ask and I'll see about uploading a screenshot of the map.

I had pulled someone over using the sign for failing to use a turn signal. He gave me a fake ID so I had him step out of the vehicle and as he was walking to the sidewalk I decided to use the time to ticket and tow the parked vehicle in the taxi zone.

The vehicle in the taxi zone was NOT the same one I had pulled over.

There were no days or hours posted on the taxi zone sign.

The vehicle in the taxi zone was parked FULLY within the taxi zone according to the sign and would absolutely have received a ticket IRL if an officer had seen it for real.

There was a second vehicle parked directly in front of the one in question. This second vehicle was parked well within the taxi zone (there was a sign identical to the previously mentioned one right in front of the second vehicle, with an arrow pointing right, toward the other sign, indicating that this entire area was a taxi zone). I tried to ticket this one and received -5 CP.

The second vehicle was also parked partially on the sidewalk.

There was a sign underneath the second taxi zone sign that designated Wednesdays during certain hours the area is a tow-away zone because of street cleaning but that sign makes no mention of any special days/hours for the taxi zone.

The first vehicle was a blue sedan, the second a grey SUV.

I was not penalized any CP when trying to TOW the SECOND vehicle. In fact, I received +10 SP for it, so the TOW was correct on the SECOND vehicle, but NOT the FIRST. Both tickets were incorrect.

Make sure to check the car's windows for a "Sh!ft" sticker. It's the equivalent of Uber and those cars can also park in taxi zones.

First, are you absolutely certain you are trying to ticket them for the correct TC? You have the Taxi Stop specific one, which would apply to any vehicle not clearly marked as a taxi (license plate and Sh!ft sticker).

The Street Cleaner is buggy as hell, because the displayed day/time doesn't always sync up between what the game thinks it is, versus what the game says it is. Which is stupid, but it is what it is.

I've noticed that a tow doesn't always need the correct citation issued, just a citation issued to be considered as justified, if towing is a justified action. I misclicked and issued an Expired Meter instead of an Expired Plate and didn't realize it right off until I called the tow. Then I saw the CP hit I took, looked at the report after the incident cleared, and saw the citation was unjustified, but the tow was justified.

Some of the quirks of this game are really, really quirky.
