Good question.
All I know is that you don't get access to the DLC vehicles until you reached a certain level in Duty Stars. I assume certain new callouts don't unlock until a certain level as well.

False information. You have to put the name on the card, expiration date, address, and CV code too, then hit purchase.

no,the DLC does not come out till the 18th,at least that's what i seen on the DLC it's self
