When to tow?

There was a car parked the wrong direction. I wrote a ticket a towed it. Did the same thing to a different car 30 seconds later, and got points off.

What is the difference and reasoning for when to tow?

There are three situations in which towing a car is allowed:
1) Any special parking zone violation - parked in bus stop, parked too close to crosswalk, etc.
2) If you've justifiably arrested the driver
3) If the car is damaged to the point that it is smoking, in which it is considered unsafe to drive.
Any other badly parked car without a special offense only warrants a ticket.
