None of the hand gestures r working on the highway

When i try to make cars make a u turn or try to make them wait all I get is the prompt that drivers r not responding to signals that making them confused will cause chaos or whatever the game calls it
so what r we supposed to do to direct traffic on the highway in an accident or at a stand still on the highway when on foot
