"Since it would include a dog as an AI companion it comes with a lot of extra work to make it right. Good AI, animations, somekind of interaction system, dedicated gameplay linked to it, etc.

GTA had dog animations already mocapped. There's a very big difference in modding a game that already has thousands upon thousands of assets to be put to your uses, and building something of your own from the ground up.
I would like K9, but if not, there is room for Police Simulator Patrol Officers 2 :)
