Take the time to read through the Handbook.........explains a lot of the conditions for many of the tickets, searches, arrests, etc.

On Accident scenes, there's something on the right that says "Tests" or something. Select that then the left one is "Alcohol test". The reading can come back btwn 0.00 to 0.24 (i've never gotten past 0.21). You can also note if they are drunk by how hard it is to keep their balance.

At traffic stops, detain them for traffic stop, have them exit the vehicle, and then you can perform the test.

well i got 2 ladies in the game and they both got 12 and 19% alcohol in their blood lol
