I am going to use basic logic to answer your question. The game punishes you for doing police procedure wrong, so I doubt they are going to add features that allow you to be a corrupt cop because it goes against the game play loop of doing police procedure correctly. That should be obvious to you without needing to ask but at least now you know.

You can pull your gun out and shoot whoever you want already but that results in the day ending so it is kind of obvious they are avoiding adding any real gun play because there is nothing in the game that requires you to actually use the gun. They could remove it completely and it wouldn't make a difference.

I hope you don't think 'The Shield' was based on any sort of realism. Sure, there are bad cops out there, but the Hollywood version of a truly bad cop, like what is depicted in The Shield, is exceptionally rare and is merely the product of an active imagination.
