Also I'm curious, what do you even need backup for? The only thing that stands out is maybe getting both parties in a drug deal.
I see from your answer that we play the game differently. I disable callouts when I already have accepted one or am trying to do something specific like catch drug dealers or just run around writing tickets, so the frequency of them doesn't affect me.
I'm not saying the way you play is wrong or anything, just that we have different ways we play.
I think you actually bring up a great point that we never really see another cop out on the streets in such a crime filled city. They should add some NPC police out on patrol and even catching baddies.
