Mainly because everyone deals with bugs differently, and also has different levels of patience and different expectations.
I personally really enjoy the game.
But it really takes a lot of patience and ambition to understand the game mechanics in combination with the bugs.
But that also makes it illogical or unrealistic in some (many?) places.
It's best to watch Let's Plays.
My personal opinion:
Police Simulator Patrol Officers with the vehicle DLCs is fun.
I would STILL advise against the Highway DLC, as it makes many things worse, undermines the regular gameplay (progress), and puts TOO much focus on the highway.
Ps: If you already have the Highway DLC (e.g. Gold Edition), you can deactivate it individually in the Steam library. (Right-click on the game -> Properties -> Additional content (DLC)
Especially as a newcomer, it is advisable to familiarize yourself with the basic game first.
And if in doubt: watch Let's Plays.
this isnt really a police simulator more like a meter maid simulator.
Jey gives a nice summary but just like the devs leaves out the fact that there Zero situations in the game were a suspect will fight back or where you might have to use your service weapon. there are no shootings, no murders, no bank robbery type stuff, no gang violence, no crazy tweakers with machetes etc etc etc.
But if you want a security guard sim i guess you might like this.

Anyways, if you're expecting this to be like the First response mods (LCPDFR/LSPDFR), you'll be disappointed. Especially when it comes to gun usage (while you can use a taser, firing your gun or even aiming it outside a felony stop is forbidden.)
If anything it's closer to a kid friendly watered down version with the lack of violence and almost cringy dialouge (especially at the end of a shift when the lady says "as a patrol officer, you're never really off duty!" Feels like it belongs in Paw Patrol than anything else...)
If you set your expectations lower you'll likely find it alright. Personally I like the game myself, but had no expectations of it being the FR mods, and knowing some Real life agencies helped advise them (and that usually meant having to discuss things with the departments' legal).
With that said, devs seem to be active on the steam forums. I do think they want to make the game better but have issues working out how to. It would be nice to see if they could add some more forms of ELS modes and add more call types. Maybe a situation that involves someone physically aggressive too (tasers exist, and mace is a thing too. Doesn't mean they have to have a gun.)
