Clothes can be changed at the locker in the police station.
However, there is a risk that the original paintwork will show through, for example when painting the car.
It can also happen that the textures in the game can become very muddy if mods are used.
This is all because mods are not currently fully supported.
Personally, I'm currently completely avoiding mods, since mod support isn't fully functional yet.

According to information, mod support is said to have a fairly high priority. So good luck with the next patch or the one after that.
Unfortunately, the patches are released rather irregularly.
