I have hand cuffs, and it says I can charge other people for that crime. All the other crimes I can pin them for. But this one NPC was drinking while intoxicated. Yet that option is the only one grayed out. So that is not the issue. Also I was playing in on foot mode. No cop car dude.

Just for clarification, was the NPC on foot as well or did you pull them over with the sign?? You said drinking while intoxicated so i assume you meant driving just making sure..

I had this issue too. And also, I was not able to do DUI / Drug tests when I haven't done it. It was also greyed out sometimes.
