How do I ticket Vehicles not parked at a meter?

Like it is definitely on a street with meters, and other vehicles are parked at meters. I can not find any signs showing it is in a no park zone. But I have tried giving them tickets for that, and it does not work.

Depends on where the car is. If they're parking badly and you can ticket them for a special parking offense (emergency access, handicap if they don't have a placard, etc). Most of the time, if there's not a meter nearby, the car is parked between signs that say "No Parking during Street Cleaning [Day, Time]. Unless it's that day and time interval, the car is parked legally.

Any street without a parking sign is "no parking area" - as sidewalks or in the middle of the street. If you find a vehicle on "no parking area" it's also legal to have it towed away. Just as too close to pedestrian crossing or at a bus stop.
