Chases ?

Is car chases possible without buying the DLC in the city or that just a DLC thing ?

Theoretically, they should also be possible in the city and without DLC.
If you see a car thief, you should be able to chase them and stop them using pit maneuvers and then force them to get out with the gun.

Personally, I have never seen a car thief in the many hours I have played.
Although I am not sure what the difference is between a car thief and a person who drives away in their car (I see that often).

same I just drove to find someone getting in a car and it turns out it is their car so I don't know where were suppose to find the "NEW CALLOUTS"
