What is the EPV tool and EPV car?

I recently bought the DLC pack for all of the cars. One of the cars is called 'EPV' in-game. But I can't find any trace of it in the steam store or on the internet. It's like it doesn't exist. And what does the EPV tool do? Can anyone help?

The EPV is a vehicle from the Highway DLC.
And it looks like this. The EPV tool (Catch net) can also be seen under the front bumper.

In the game they call it a snare net the epv tool it’s an anti fleeing vehicle tool also called a grappler
the epv itself is the new SUV in the game that looks like a Toyota
