How do I dismiss a highway road block?

Got into a chase on the highway and requested a road block, their car lost control and slammed into the barrier so I just pinned them against it and arrested them.
The road block though was 100m down the highway and blocking all traffic and I couldn't work out if there was a way to tell them to pack up and move on - is there a way?

From what I've read so far, this is a known bug.
