NPC partner
I haven't played for a while and I would like to know if there is a possibility of using an NPC partner in the game or if there are plans to include one.

No, there are no NPC partners (yet).
I also find it hard to imagine that something like that will be implemented.
The NPC partner would have to actively participate in patrol duty, similar to a second player, and would therefore also actively participate in the game's progress.
The question would be, what exactly should the NPC partner do then?

In GTA FIVEM you can use them, so I thought it would be really cool here.

But you can't compare the two games in any way.
Police Simulator simulates a "realistic" everyday patrol police life, with realistic measures.
How is an NPC supposed to help you "meaningfully"?

Especially when it comes to completeness and also misconduct in different situations.
Agreements about who did what and who found out what would be the most important thing.

No GTA NPC can do that either.

I think having a basic NPC partner would still be better than none.

Yes, but to what extent should he be able to help?
You must have an idea, right?
Apart from the fact that the current NPCs (residents) are not particularly "intelligent" anyway.

Some totally possible orders:

put handcuffs
take a alcohol test
take photos
put cones
put up barriers
put spikes
shoot and chase

Other, much simpler games, offer these possibilities.

I am very relieved that I checked this feature again, which I actually took for granted. Too bad. The game looked very interesting at first. Now it is a NO BUY for me.

The NPC's in GTA V are more advanced than any game I've seen to date, pair them with mods and they are ridiculous. Which is why I have been begging the idiots at Rockstar to let us have AI teammates in online non public.

Swat 3 and 4 had teams of swat agents that were smarter and better than a lot of humans.

A human NPC partner would be great, but in some situations a specially trained dog (a.k.a. "K-9" service) would be more useful. A dog would chase and stop a suspect much faster – it has 4 paws; it could also help to find illegal stuff (both in vehicles and pockets) and evidence at crime scenes and then, after it sniffed the said evidence, it could take a police officer right to the criminal.

Dogs are 10 times more likely to get capped, because no one wants to be bitten.
