Is there an advantage to using the Panther Z over the starting cruiser or SUV?
the Panther Z has one less item slot compared to the other two cars and while i imagine it is probably quite a bit faster seeing as it is based on a Charger, the amount of time you have to get to a callout is typically so generous that the speed of the police car becomes irrelevant, so does the Panther Z actually offer something that makes it worth sacrificing the extra item slot from the other two cars? thanks

I used the Panther Z before the garage came out, but then I switched over to the SUV because of the item slot issue you mentioned. So no, IMO, the Panther Z doesn't really offer anything extra besides the speed to make it worth using.

When playing, I actually also prefer a car with more item slots as it better suits my playstyle. Honestly, imo that's what I would recommend: Choose the car that makes the game more enjoyable to you. Some just want to drive around as fast as possible, other's prefer practicality. All is good!
