They absolutely know about the issues but choose to release regardless.
-- Sometimes, there just aren't enough pieces of evidence to completely fill the progress bar. I've searched every inch of the area with my camera and couldn't find anything. But when I left the zone to look for the suspect, their full identity was revealed nevertheless.
-- The line on which you're supposed to place security poles is often blocked by parked cars and other obstacles.
-- Poles and markers have to be picked up manually, but when you leave the scene to find the culprit and come back later, some or even all of them are gone.
-- Then again, why would you bother cordoning off the scene? It doesn't affect the progress bar and you aren't even awarded points. Sure, you can do it for the sake of realism, but it's still unrewarding.
- Check all the witnesses ID to help fill up the bar
- Make sure to secure the crime scene (you'll get a notification when you secure it)
- Make sure to a picture of all the evidence
- Interview all the witnesses.
