This game is not revolving around high way patrol. It's called "Patrol officers" in reference to your regular beat cop. Officers who go out on patrol, not homicide detectives, not SWAT or hostage negotiators as you say, just regular cops it is literally supposed to be a standard police sim.
To your second point: Fire fights are non existent in this game, there is currently no scenario that allows for a legitimate use of your service pistol, AI will never attack you even if they are "armed" / carry a gun / knife on them.
I think the problem here is that the Dev team is German and either has no idea about american policing or what my take would be: They want this game to be more of a social critique of american policing then an actual simulator.
Difference here being rockstar actually knows how to release a somewhat polished game that does not look like half of it's assets are free placeholder models and animations are from 1998. This game is in an alpha state and they charge 30€ for it, instead of polishing ANYTHING in this game, animations, character models, AI ect. they just release new reskin DLC vehicles. That's superbly laughable and even more are the people who buy it.
Come on, the traffic AI is a joke at the very best. I shudder to think of how adding car chases into that hot mess would go.
How the do we have an AMERICAN police simulator and no hot pursuits . Also when we transport arrestees why are they on the curb alone? They would of ran off. Where is the cop that arrested them? The huge issue here is the development team is German and never spend one second doing a ride along with actual American police.
However, for a GAME I agree it might be kinda nice if you had the rare chance of dealing with someone that's armed. The rare chase might be interesting, but there's no way it could go on in this environment without it ending in the suspect crashing hard after about 10-20 seconds. XD
