Parking cars
When I was checking for parking violations, I found a car parked on the side of a road. It doesn't seem to be expired and the meter is not exceeded, but the windshield is cracked. In the explanation during the first loading, it said "A car with a cracked windshield is illegal", but there is no "Cracked glass" in the parking violation item, is it a bug?

Also, if you zoom in on the license plate and register it on the computer, the owner of the car may say "no driver's license". And there is also a driver whose ID card has expired in the data inquiry, but where is the driver of the parked car? In such a case, even if the car is parked, there is no driver, so can't I get a violation? Parking violations are free.

The cars seem to get off on a technicality with the windshield offense. Technically, it's only unsafe if they're driving, so a parked car can't be ticketed. Ughhhhh...
Also, when a car is parked (ie the driver has left the vehicle), only the car can be ticketed. You can't give violations to the driver because they are not present.

Thank you. In that case, is it okay to not hang it with a tow truck because the window glass is broken? If there are no other violations, should I just leave it as is?

Yes, after ticketing all the violations you can, you should leave it as is, unless the car is in a specail parking zone, in which case you could tow it.
The registered owner's license being expired couldn't possibly be a valid offense for a parked vehicle, even in real life. You have no proof they drove it there. Maybe a family member or a friend is borrowing it.

You can also tow a parked car for expired tags. Be sure to ticket the car first.

Meanwhile, people in an accident *can* be ticketed for driving with a broken windshield, even though it's highly likely that the windshield only broke when the accident happened.
