I talked to a beautiful woman who was selling drinks at a stall on the street corner. I made an ID inquiry, but when I looked at the investigative computer later, it says "The requested profile does not exist in the system." I was unidentified and suspicious, so when I went through a personal belongings inspection and a physical inspection for that reason, it was judged to be unfair and CP was drawn. Should unidentified suspicious people not be tested for that reason? Isn't it a hit detection bug? Please fix it as soon as possible. PS4 version.

I play PC, but the UI shouldn't be different.
You found a person with a fake ID. That should be justification for a search/frisk, since you can justifiably arrest them.
Likely a bug.

I would place under arrest for stolen ID first. You can search anyone under arrest.
