No items on perp

I'm going to ask this in general before reporting it as a bug but is anyone else been having no items come up during a frisk? It has been quite some time since I found any item on a NPC during a frisk search. I of course will find items (both legal and illegal) on NPCs while doing a full search but never find anything at all during a simple frisk. Has anyone else been having this issue too or is it just me?

I never find anything on a frisk except legal items. I just do it for the extra points when I can search them. Sometimes you can only frisk and find nothing based on your intuition. It works as part of the game but I never use frisk as basis for an arrest.
