Insurance question

If they don't hand me insurance but the system does show they supposedly have insurance cant I still ticket them for no insurance because they failed to produce it? I got penalized for ticketing them for no insurance.

One of the loading screen tooltips that says something like, "In Brighton, it is not mandatory to carry your insurance with you." If the person doesn't have insurance, but the computer system says it's valid, they have not committed a violation. The only time you should ticket someone for not having insurance is if the computer system says it's invalid.

It means their vehicle is insured but they are not currently carrying their proof of insurance.

However, their registration is expired, so keep an eye on the vehicle's license plates to see if they're expired.

Ok and what if in the example the ID comes up fake or not in the system? If they hand me a valid insurance card wouldn't it still show in the system regardless if they handed me an insurance card? In the example ill attach, the computer shows they don't have any insurance on record and if I charge them for "Fake insurance" I got penalized.

If they have a fake ID, then the insurance will technically go along with the ID as well. The ID belongs to "Isabel Jean," so the forged insurance will be hers as well. Fake insurance happens when the plate and model of a car don't match the plate and model of the system, assuming the car or the ID are not stolen.

But the plates on the vehicle matched the insurance card so I dont really understand the whole scenario. A fake ID with real insurance card but the insurance isn't in the database?? There is something wrong here.

It's just the way the game works. IMO bad developing.
