Unable to talk to subject / witness

Since the garage update, I have found 2 or 3 criminals / witnesses per shift do not respond, no 'Talk' option appears. With some you can move around them in tiny steps and it appears, but for others you just have to walk away.
Also the coversation is still clipping badly when placing a subject into the cell.

Yes, yes. The same happens to me in 50-70% of situations. At first, I have to spend some time, let's say, to catch a pickpocket, then I have to spend even more time to find that very pixel to talk and examine them, and when I finally do that, the victim (whose purse has been stolen) decides to go to the precinct. That's how extra CPs/stars are lost.
