Issuing Driving Tickets at Accidents
Firstly, thanks to the devs for a great experience! My kids and I are very much enjoying playing on XBox Series X.

Question: At accident scenes, several times, I have interviewed witnesses who said a driver did something, like “failed to use a turn signal”, and then the driver even admitted not using a signal. I then issue a ticket to that driver for not signaling, but lose CP. I understand that not all civilians will tell the truth, but in several cases, I have multiple witnesses corroborating accounts, sometimes even including the driver. Why do I lose CP? Is there ever a case where I can ticket for driving that led to the crash?

If I remember correctly, the handbook states you can only issue tickets for traffic violations you witnessed yourself. So even if a witness or the driver themselves admit their infraction, that detail can only end up in the accident report (filled automatically as you interview them).

Correct. This game does not take into account verbal statements from witnesses or even admission of guilt by the driver to establish probable cause. However, if you focus on the license plate of that driver, sometimes it will pop up a box indicating what the law the driver violated, like didn't use turn signal, and you usually can cite them for that without taking a CP hit.

Yep, because sometimes they will lie if they are hiding something else, so make sure you get inturition proof before you ticket them. Remember you must have probable cause to do anything. I use liense plates all the time to see if they did anything wrong, also if you want to get faster at the job, don't even look at the id and insurance use the police computer to do it, it will tell you all you need to know once they give you there license license and insurance cards or just with citizens in general. Remember you can only ask for ID when you have probable cause littering, jaywalking and if they are witnesses to a crash.

I had one accident (4 vehicles) where all 3 drivers pointed fingers at the 4th for some violation. I think the scapegoat even admitted they may not have used their turn signal. During the course of the accident investigation, all three of the finger pointers got fitted for new bracelets, two for DUI and one for stolen ID. The accused driver... walked scot free.

Most of the time, when the person shouts the other person needs to be arrested, I start looking at the shouter hard because half the time, they're the one that's going to Hotel Greybar.
