If you do a foot patrol, there will be no cars available.
I've never seen a police officer with an endless supply of handcuffs. Must be right up there with the endless supply of tazer batteries, and endless supply of pistol mags.
Maybe I'm wearing the wrong utility belt....
That said, though, for real.. I don't think this is game-breaking. I never arrest that many suspects while on foot, anyway, there is never enough time in the shift. Regardless, by the time you unlock "open patrol" shifts, you should have access to vehicles.
However, I could see carrying a pack of zip-ties around, so when you run out of handcuffs, you can use zip-ties, but again... this is not really an issue to me. As others have said, if you are on foot (and don't have the escort ability and/or aren't close enough to a precinct) you have to call for a transport anyway, and your cuffs will replenish then.
If you have a vehicle, you're good. No problem.
