Insurance status invalid
What's the procedure on parked cars?

If it is a parked vehicle you may tow it.

In case of parked cars, the status of their insurance is irrelevant. You should focus only on whether their license plates are expired, or whether they commit any parking violations (i.e. parking at an expired parking meter with no handicap signage in the windshield, parking in an incorrect position, in a special parking zone, and so on).

The Handbook of the in-game police computer has a separate Parking violations chapter, take a look at that. It lists all potential parking violations and indicates the towable offenses separately.

The status of insurance is relevant. There are other violations than just a bad license plate that justify towing. If the registered owner of the vehicle does not have valid insurance, you may tow it. If the registered owner doesnt have a drivers license or a expired ID, you may tow. If the car is stolen or the registered owner has an open warrant, you may tow. It is much more than just expired license plate and positioning.

As for why they were deducted points, I am a confused, invalid insurance on the vehicle justifies a tow, so something else must have been at play.

I was talking about parked cars, not vehicles subject to a traffic stop or accident. Currently, in the game, you cannot lawfully tow away cars if the background check app indicates that their insurance is invalid. It will deduct Conduct Points from you if you do so.

(Then again, even for vehicles subject to a traffic stop or accident, an expired insurance is not grounds for towing - it's only subject to a fine or verbal warning as per the fictional Brighton laws. When it comes to insurance, you can only tow in case of a fake insurance, which also warrants arresting the driver.)

I was talking about parked cars, sorry if I didnt mention that or make it clear. Not ones involved in traffic stops or accidents. I just did it right now and you can do it too, I found a parked car that had invalid insurance, towed it, gained SP, nothing else was wrong with the vehicle, it was only invalid insurance. You can lawfully tow a parked vehicle with invalid insurance.

Hah, this is pretty great, and is something that is nowhere mentioned in the in-game Handbook as far as I know! Thank you for the information, I stand corrected! :)

Yes I find it a bit odd that is is not explicitly said, pretty much if there is any invalid credentials of the registered owner of a parked car (like insurance, ID, etc) you can lawfully tow it :)

That's good info, never knew that. Seems odd though that you can tow a parked car for not having insurance, etc., but you can't tow away a car you pulled over for driving without insurance, etc.

So i can only give tickets for expired license plates, but i can tow for invalid insurance on a parked car? Saw that certain parking violations also justifies a tow.

If a parked vehicle has a expired plate you can ticket it and tow it. Yes you can tow for invalid insurance on a parked vehicle too. Check the guide I posted above.
