unfortional they are marked blue which means that the are just evaluating if and how it can be done. So they havnt even startet to work on it but maybe it will be next year.
In real life you would respond to the scene, assess the situation and take action. If, after responding it was a static situation (ie hostage or barricaded) then yes, a perimeter would be appropriate and additional resources would be deployed.
If the situation turned dynamic then as an officer on scene you would take appropriate action. There are any number of ways a call like this could play out giving the developers a bevy of options as to how the bad guys would act. I’m not a game programmer so I don’t know what limitations they would be faced with. I’d just hope a scenario like that wasn’t just designed to go a certain way every time.
