Selecting/applying Workshop uniforms/vehicle livery

I'm only a few hours into the game, but I can't figure out how to apply any of the custom uniforms/cars to my game. Did I miss it on the start career screen? Do I need to edit a file? I subscribed to the NYPD and LAPD files, but the game seems to have chosen the LAPD uniform for me ... Any insights would be appreciated.

they dl automaticly, only use minimal mods not 2 skins or 3 uniforms maybe
