Can't interact with stopped vehicles
Can someone help me out with this? Whether on foot or in vehicle, I pull someone over and this tends to occur when the car does not actually find somewhere to stop, they just instantly stop driving and sit there. I have gotten stopped cars to work before and I was able to interact with them, but I don't understand how to consistently stop cars and have the ability to interact with them. I go in-front of the car and spam my pull over sign, I try moving forward and the officer is clearly motioning the car forward but they won't move no matter what I do or where I go. Has this happened to anyone else? Is this a bug or am I doing something wrong? Is there a way to prevent this from happening? Any advice or feedback is welcome!

more info, I can move 100 meters away and the car will still be parked and softlocked even though the handbook says the car will no longer be detained if you move away far enough
I think this is an AI issue, not a game rules issue. The AI appears to break after the driver is blocked from moving for some small interval of time. Once this happens, nothing you can do will get the driver to move on, you need to actually leave the immediate area far enough to cause the zone to reset. You can tell this has happened because points for the stop will be applied in the top right. If you go back , you will find all stopped vehicles gone.

I have had this happen so many times now. It's the most frustrating thing in the game (even more than "Can you help me officer?" or random wallet thefts when you're in the middle of a major traffic accident clean up).

I have had three lanes of traffic completely blocked because all three front cars refuse to move. I have had it happen with single and double lanes as well.

But the traffic stopping is a major game changer as it stops your back up teams from accessing the area to provide support (Ambulances/Tow truck etc.)

ah seriously? this game has had years to update and fix this issue by now :(

it seems like you can minimize the times the bug happens by only blocking vehicles for a very short amount of time when stopping them, at least on foot. kind of like what that one guy said how you only have a very short time interval
