Installation of barricades and triangular cones

Which key do you use to place barricades and triangular cones with keyboard operation?

Doesn't look like there is a specific key to select them. You'll have to select them manually from the inventory wheel after they've been removed from the patrol car trunk.

Once selected, placing them is standard left-click.

You head to the trunk/rear of your patrol car and interact with it. There will be options for things like cones, barricades and flares.
The one you select will be added to the bottom of your inventory wheel. So, when you hold Tab you should now see the barricade (or whichever item you selected) at the bottom.

Once you've selected the item just walk to where you want to place it, hold RMB and you will see an outline of the item, if it is green you use LMB to place it. If it is red, you'll need to find a better position. If you're trying to place it in front of traffic it is usually best to use the hand gesture to stop the car first, then back up a little and place the barrier, otherwise the car will be too close.
