Timer for Frisking being OK?
I have had situations where person i was talking to was angry (the prompt on the top of the screen told me so), but when i frisk him (which is OK according to the Police Computer) i get -5 points for unjustified Frisking.
Do i have to frisk right away? Is there a timer? I have a tendency to do all the paper work and give fines first, then Frisk.

Being angry isn't probable cause to frisk or search. Only when it says they're acting nervous or looking around constantly. People get mad when you write them tickets. It just happens.

They got angry after you ticketed them. If they're angry before getting a ticket, then you frisk.

They got angry after you ticketed them. If they're angry before getting a ticket, then you frisk.

So as a police officer i shouldn't worry about them being aggressive with anger after ticketing? Sorry but it doesn't make sense to me.

Maybe, but while nervousness is one factor in meeting reasonable suspicion, some courts [www.bhollandlawfirm.com] consider nervousness by itself normal during a traffic stop. The Massachusetts appeals court even stated [casetext.com] that anxiety is by itself not enough to warrant a patdown. Some people consider being angry after receiving a ticket normal, but I haven't come across specific case law on that, yet.

TL;DR:
Point is that if you stop someone for jaywalking and they're angry before you warn or cite them, that's considered a justified reason to frisk. If they get angry after you ticket them, it's not justified.

I guess you are right, it would have to be something more than angry.
I do wish though that there was an option to calm the person down.
