Second reason for Frisking being allowed.

So as a police officer i shouldn't worry about them being aggressive with anger after ticketing? Sorry but it doesn't make sense to me.
TL;DR:
Point is that if you stop someone for jaywalking and they're angry before you warn or cite them, that's considered a justified reason to frisk. If they get angry after you ticket them, it's not justified.
I guess you are right, it would have to be something more than angry.
I do wish though that there was an option to calm the person down.
