altough what you explain sounds correct I kindly ask you to double check using the handbook. It is all about the correct procedure when it comes to arresting or fining someone. If you did something that was not correct (e.g. frisking before having any indication/suspicion) all the following fines and arrest can be void and illegal since it was based on false procedure.
For the IDs it is also important to double check on the handbook to make sure that they are indeed stolen and not fake IDs.

Did you double check if the car you are trying to fine has a handicapped sign (on the rearview mirror or on the license plate)? Handicapped vehicles are allowed to park in front of expired meters.
