Handbook?

So, I was curious if there's a way to get a hold of the handbook? I see the option on some of the tutorials, but there is no hot button that I've noticed. I'd just like to know the rules as an officer of the law. :)

Open the Police Computer. Then press Q to cycle the pages. One's the map, one's the handbook, and one's the background checks.
