i quit towing vehicles in the taxi only areas. dont think i ever had a successful bust on those. always negative.

This. There's a plate element that shows if a car is a registered taxi.

Yeah, the game features a Lyft-lookalike ridesharing company - its vehicles have a SH!FT sticker, and have the TAXI marking on their license plates.

Typically, most vehicles that park in taxi stands are allowed to park there in my experience - I only encountered about 2-3 cars that I could legally tow away from there.
