In the patrol car, you stop and press M for the same system.
The first way is to hold the "tab" button on your keyboard and equip the police computer tool. Once you equip this tool, you should see a map of the district. In the bottom left hand corner, you can select a map, person, or book icon. Select the icon that looks like a book. Congratulations you have successfully opened the handbook and can now go through the different topics on the left.
The second way is similar to the first way, however, you must be in a stopped vehicle. When your vehicle is stopped, press the "m" button on your keyboard to open the police computer. The rest of the steps are the same as the first way.
