Try reinstalling or validating. I also hope that they optimize soon because its frstrating having to lower settings on suck a beautifulf game just so i can drive the patrol car. its super silly.
This is not an issue. Currently we only have one district in the game - melting pot. With the next update we will introduce Downtown, where you can get another 10 duty stars. With the final district in update 3 you will then be able to gather the last remaining 10 duty stars.
Free Roam will only unlock with update 4 but we will adjust the duty stars it requires to unlock so that you do not need to have all 30 stars to unlock it.

That way they can be unlocked and won't bug the game. If you would be in lvl 11 and new map district would unlock at 10, they would be stuck locked and should start new game. Common and clever practise.
If new content comes in that is unlocked at lower levels you would directly unlock it ;-)
E.g. if you were level 11 and district 2 would unlock at 10 then you could directly start it.
