Game capped to 60 FPS, lol!
Downloaded the demo, can't even play because its a stuttering mess.

Konami its 2019...

never had that issue, running 120 fps here. you most likely have vsync on.
Nope tried without vsync too. It says it the launcher "60 FPS cap" and "30 FPS Cap", can't choose anything else.

You probably have micro-stutter which is different than low frame rate.
There is lots of info on how to fix it, especially in the PES 2019 discussions.
There is not one fix for everyone, you have to try different things.

I bought the vers legendary edition but I didn't win ronaldinho and other things, just messi for 10 games, can anyone help me

No... MSI Afterburner says 60 fps, and also the launcher only have 60 and 30 cap.

I guessing you have radeon, i have same problem :( Turning off v-sync / freesync doesn't fix anything.

The game doesn't stutter because it's 60 fps.
Also, 60 fps is not a bad frame rate.

If you have a monitor thats native 144hz, and you've been playing at 144 fps for years, 60 fps is absolutely unplayable, you can barely see whats going on on screen, its a stuttering mess.

But maybe plebs don't notice, their "human eye" can't see past 30 anyway

Game is running at 144 FPS for me according to GeForce Experience even though I have 60 FPS ticked in the Settings.exe

30 FPS compared to 60 is a massive difference, 60 FPS to 144, on the other hand, is extremely hard to notice the difference, but you can still feel the smoothness.
I have the same problem with GTX 1060 6GB. I tried playing with/without v-sync, 30/60 fps - everything is slow.

I had a bunch of stutters too, but I think I managed to fix it on my end; I don't know if it'll work for you.

This is what I did:
1.) Add eFootball.exe to Nvidia Control Panel
2.) In Nvidia Control Panel Set power management mode to Prefer Maximum Performance
3.) Turned off Threaded Optimization for eFootball 2020 ONLY.
4.) Deleted ENTIRE KONAMI folder and started from scratch.

I was experiencing some crazy lag and very slow motion gameplay, but after I did that, it went back to normal playing at 144 FPS with no stutter or lag.
It didn't help. I have a 75 Hz monitor.

Only solution is turn your monitor to 60Hz for this game, then turn it back when u finished playing.
