Solved. The problem is that Windows Defender does not allow access to the "Documents" folder, which is where PES saves the changes to the Settings and the game itself. The solution is to give PES2020.exe and Settings.exe special permission from Windows Defender.
They should go to: "windows defender security center"
Then to: "antivirus settings and threat protection"
Then to: "manage controlled folder access"
Then to: "allow an application to access one of the controlled folders"
Then to: "add a permitted application"
There they search for both executables: PES2020.exe and Settings.exe and add them.
These executables are in the root folder of the game (in this case the demo): Disk (c :), Program files (x86), Steam, steamapps, common, eFootball PES 2020
