My problem was solved after a restart of PC.
Using a PS4 controller (without DS4).

Had the same problem, when I launched the game for the first time ever, it sent me to the setting menu, and i selected "DirectInput" in the controller tab. After trying the game over a dozen times and getting no controller response, I went back to the settings menu it offered at first launch and selected "Xinput" and now it works!! Hope this helps!!

Not sure what kind of controller OP has, but I got my DS4 by going into Settings. Changing to DirectInput, and Wireless Controller for Device.

how can you come back to the starting menu?
