Try this; go to task manager - details - PES2020.exe right click and set priority to normal

in windowed should not be 100% gpu. From myexperience it goes 100% when you tab out of the game that is in full screen. Try to use windows activities and see the graphic of the cpu and gpu to understamd if it is 100% when you tab out or when you are plaiing.

Hi guys, i had the same problem starting fom pes 2018, now i finally found the way to tame high cpu load on pes. I have i7-8750H and my precoessor was going wild and ovecooking even in pes main menu, temp above 90°.
It may seem counter-intuitive but maxing out and optimizing cpu only makes things worse. What youn need to do is kill the turbo mode for a start.
Make a new power plan in power options or edit existing, change advanced power settings and in the processor power management section, lower the maximum procesor state to 99%. That should disable turbo mode, for a start. On my processor this setting disables 4GHz speed turbo, and only allows 2Ghz, and the temperature of the processor is immediately lowered by 15° while playing pes in full screen mode. By doing so, i went even further, and lowered processor state to 70%, and now my cpu is 65° while playing, and gameplay is still smooth on high details. My gtx1060 was newer the issue and never above 80°.
It looks like the cpu is good enough to run the game smoothly with half of ist power, but for some reason pes is using all the power cpu has, and doing so it overheats it making him throttle.
So try to experiment and lower cpu state as much as you can as long as your gamep'lay still runs smoothly.
I thing pes engine is having some troubles with multithreading, and is exhausting the cpu.

Hope you'l all solve your issues!
